Dark matter/energy I'd argue is one of the pillars of currently not understood physics, so chipping away at it would be a big deal
holy grail is still reconciling quantum mechanics and relativity since both are needed but incompatible as they are now
In general, that is why we assumed dark energy (we have no idea what it is, hence why it is called dark) has to exist, because expansion seems to be accelerating and we need a way to explain that
similar to how dark matter is used to explain the universe structure we observe not making sense otherwise
this paper is basically saying that "Actually, the expansion is not as uniform as we thought" from what I glanced at it
I don't know if it neccesarily rules out the existence of something like dark energy, but it changes what we know about how the universe is expanding, meaning we need to figure out models for that
I didn't really read the full paper, maybe I will give it a look later if I can find it

effect of gravity falls of as an R^2 force law, so you would need black holes so massive that it would be really be possible to have them at the edge of the universe but still affecting the center
The reason gravity is dominant despite being an R^2 force law is the masses involved are just that massive that it dominates
and most planets are essentially electrically neutral, so the other R^2 law (electromagnetism) is not important
and then the other forces are way weaker
I think one of them is an R^5 law or something, so it really only matters between atoms and inside the nucleus
