If Vespiqueen gets to use bees, then lions get to use other animals. Letting Vespiqueen use bees in a "1 of every pokemon vs a billion lions" gives the pokemon an unfair advantage, since this isn't a "1 of every pokemon, and some bees VS a billion lions" fight.

if the lions can waste the PP on every pokemon by trickling in, then yeah the lions win

but if they all attack at the same time, a few well placed aoe attacks could annihilate the lions
