I figured out how to force wikipedia's stupid new layout to hide the table of contents by default

you need to modify ublock origin advanced settings to enable extra scripts

then add this to your filters list en.wikipedia.org##+js(rpc,html,vector-feature-toc-pinned-enabled,vector-feature-toc-pinned-disabled)

I still use the old theme, but I imagine the ToC has gotten bigger and less useful?

it gets bigger and there is no cookie keeping track of your preference for it being open
