and it has a banner associated with it

do I need to clear solomon to pull on the banner?

As far as I am aware all banners are always available to all players. But I've never been behind on story so I guess I don't know if that's actually true. My girlfriend was able to roll the Enma-tei banner without having met the requirements to play the event.

Story locked servants will be available on limited time banners even if you have not unlocked them in the story summon yet though.

Makes me want more events that can be endlessly grinded
