When the manga was releasing it was during the exact timeframe of the of the main series doing the build up reveal on that stuff, almost certainly the main author offloaded it to the vig guy.
Finally finished Full Metal Panic! Invisible Victory, after dropping it all those years ago since it had two recap episodes in its first 10 episodes (out of 14).
