It's not laziness
I just can't fathom how an entire country/economy... does nothing, with tremendous human capital
if you dedicate your time to building a mud hut
and every time it rains it washes away

they have resources

I do not believe you should be able to prosecute a president for treason
I don't think that fits the definition of treason
I think you should be able to remove them from office, via impeachment
or bar individuals from holding office
but you can't subvert the interest of the state, if you are the state
To remove from power, sure
But I don't agree that a president should be personally liable for any actions taken while president
I believe; upon assuming the office of President, the only checks on your authority are the other two branches, which have the power to remove you from office should they deem necessary or warrented
assuming Obama gave his staff the order, I believe it to be 100% lawful
now, if taken to court, the only thing which would protect everyone in his administration, is Obama personally taking responsibility for giving that direction
Taken to the extreme, I think if it came out that Bush really did do 9/11, for whatever reason
and he took credit for giving the order and everything
I do not believe there is standing to try him
