they can sell it if they think it is too much of a hastle to get back or what not
and some debt collection agency can buy it
you normally go to a bank, and purchase a traunch of debt
which is a bundled pool of credit cards, mortgages, and other forms or money people have borrowed
And you collect interest
assuming they pay
and yes Gent, though in this case it's so they can subpoena all the court documents
In theory you could buy it and have it all forgiven saving DSP
and usually it sells for less then it is worth if the person seems unlikely to be able to pay
