There's a valid argument for the government to either take massive preventative action, or to take no action
all the countries in the middle (including the US) are questionable
I think Trump and his government have done way more than a lot of countries, but it falls short of the drastic measures necessary to actually flatten the spread
So it because a question of "why bother"
The only countries that have gone all the way, are dictatorships
But half-measures, (or 3/4 measures in the US's case) don't achieve anything

No one would subject to full isolation for a month, back on March 01
FFS, people now are still asking "is this really that big of a deal"
It's a democracy problem
It has benefits, but the current problem is a lack of faith in officials (sometimes rightfully so)
same problem in the lack of faith in the police, military, public sector, etc.
If you can't trust dutifully elected officials, your system is broken
You can fix a system by voting or through action, but not if the flaws in the system don't appreciably trickle down
No one is going to upheave a system, if their lives are pretty good in general

But in general, there's a nugget of truth there. a lot of career politicians who head important task forces

the only competent ones are the chiefs of staff, who are essentially handed a binder of instructions from the party on "how to be a politician"
The personal staffs aren't bad, but that's mostly because in politics, neoptism actually works (despite the optics)
