If you want the government to encourage repopulation, you can levy all the tax-breaks on children you want, you pump out propaganda like Japan does, you can restrict the rights of women and force them out of the workforce
But it won't raise your repopulation rate meaningfully
that is not a time scale
I am asking, is a level of control that the government should take dependent on a 10 year plan, or a 1000 year plan
those both require vastly different levels of control

The things that will raise repopulation rate, are so unrelated to the issue itself
