I assume he is going to challenge the SALT tax changes, because he thinks they unfairly affect NY and NJ
But I don't think any court will take serious an assertion by a state, that a federal revenue bill targets his state unfairly
Even if a tape emered, in which Trump states that the SALT provisions were just to mess with Cuomo
Given that it was a congressional revenue bill, I don't think it holds any weight
Congress is able to levy a 100% tax on everyone if they so wanted
Constitiionally
What he's pissed about, is that we can no longer write off all of our state and local taxes

So the few states which charge their citizens an arm and a leg for living there are being "punished" in a sense
Florida, who has no SALT taxes, is unaffected
Lot of states won't really have it matter at all
Because if you're paying more thant 10K in local taxes, your state is fucking you (or you're rich)
Most states are creative with taxes anyway
Hotel taxes, VAT, gas taxes
NYC, SALT taxes can be 10%+ of your income easy
And that's before property taxes or building fees and the like
