None of this is actual chem, In the bullseye analogy being acurate would imply being close to the center(most correct) and peing precise would imply a tight grouping of results(low error) #18 is asking about digits of percision, they give you 5 digits of percision for h, 9 for pi, and 2 is a scalar and needs none. Your error will just be 1/2pi or the given h error #19 just wants you to follow the rules for dividing errors which is the larger of the reciprical error dividors

in 18 you divide .00004E-34 by 2pi in 19 you divide R+error by N-error and R-error by N+error, then find the one with a greater deviation from R/N without error just plug it into a calculator
