the devs are too lazy to write exhaustive tests

it uses the normal quest system

and base fixes on user reports and complaints

if not enough people complain they won't fix it

but apaerntly you can only trigger the event to start it once

so i guess I have to "cheat" to get a ship upgrade

the upgrade quests aren't chained together so the next one will trigger properly
