The first area is a town that makes canned food. They live for the company that owns them and etc. There are deserters who deserted them and live off on their own. You need a power supply. The main town has one, so do the deserters. You also need to reroute the power. You can just kill the deserters, take their power and make them move back, and other things. You'd think that you'd have to make a choice- and that's kind of correct. If the deserters don't rejoin, the town doesn't meat quota so they all die/loose support from the company. If the supporters go back they're forced to work horrible days at this factory. You can actually just not worry about anything though and force the people to go back, kick the leader out of control by telling him "This lady has a cure for plague that attacks the town, but you have to leave", and it's the "perfect" ending. I guess the only problem with it is that it takes dead bodies to make the cure (which is just more food, dead people fertilizer for better food = no plauge)

Cut off the power from the deserters, then kick the mayor guy out of office by talking to the deserter leader about a solution, then talk the guy into leaving by telling him she has a solution.
