It's extremely difficult lore wise to be a ruler

Avenger isn't exactly the opposite of Ruler

Avenger is just a vengence and hatred manifested into a servant

You can't have any desire for the grail itself

iirc there is a few christan/religous folk because "Saints" would be the best

It's also why a certain priest becomes a ruler
