Do you know of any program that gives precise frame timing?
what do you even mean by that?
the length of each frame?
So, for most non oddly compressed video, frame redrawing happens every 23.9, or 24, or 29.9, or 30, or 45, or 60 times a second
and I'd like a program, that at any given timecode

or whatever

I've been trying to get it to work in ffmpeg
but it's tempermental
and won't let me scrub around
which is why I was looking for a program that has it baked in, at least for a sanity check
i feel like you put too much faith in vinny's video editing knowledge
I think there's a reasonable chance he's tried out a lot of random free video editing software over time
and he might know of one that had a lot of numbers that he didn't know what were for
