hard to become

It's extremely difficult lore wise to be a ruler

Avenger isn't exactly the opposite of Ruler

Avenger is just a vengence and hatred manifested into a servant

It's hard to think of more people that could be rulers, it's not exactly "good" people or "people of god" either

You can't have any desire for the grail itself

iirc there is a few christan/religous folk because "Saints" would be the best
