Berserker is a cool class
The reason they do it this way though is because they want you to be able to put people in "classes" early.
By having the level 5 tier they can do that
Then they have the """upgrades""" which is when you start to actually specialized.
Then these upgrades, need true forms,
Then you need when your units are super fucking badass
the first tier being 4 or 5 classes is perfect, tier 2 gives you about the right amount of branching choice from there (could have a couple more)
past that though, you need better coverage of "pure" weapons
but they kind of blew their load early, with high class requirements early on
