Those enemies were always a bitch

i think it boils down to laziness.

They set bosses/characters who they wanted to use throughout the game, to adapative damage

i checked the two shinobi hunters in uh

dream land

so they are harder the higher level you are?

Their damage just adapts to your level

i.e. they always do x% amount of hp
