What do you mean "in a loop"
When you turn it on, is it blue screening immediately?
Or when it tries to boot in
Assuming you have a normal computer, I have some steps you can take to see what failed

So you said you could go into the BIOS
And that video was you not doing anything after powering on
I'd first check to see if you could safe boot
After that, I'd try running a MEM/PWR test, or whatever ASUS calls it now
Then I'd try taking your video card out, and seeing if you could boot on a low-power system
Then I'd try flashing the BIOS
I'd check to see if it could safe boot
If it can safe boot, you'll need a new HDD, but you can recover from the old one probably
If you can't it's probably a power issue
Either way, 99% of it would be recoverable anyway
I'm trying to help you figure out what is wrong though
Because a MB or PSU problem sometimes look like a HDD problem
