I know in the past that didn't uninstall the addons if you unsubed

Depending on the game, sometimes Steam will keep downloading workshop files even if you uninstall the base game

It shouldn't update mods for games you don't have installed

it also depends on the game if unsubbing removes the files from your game

There's no good way to disable updating all mods

that's the real shame
