pokemon can appear in routes
its the message for you not allowed to catch a pokemon
like walking around
some special ones can walk around that are highsihs level
and catching is restricted behind badges
so those special ones can be shinyt
and....
you are only allowed to catch pokemon up to a certain level
you cant catch them
you can encounter shinies
you cant catch
but how is that different from bullshit like
