It isn't hard
It turns waiting for a trade that won't happen into a trade quest
just hack in those level 5 mewtwos that everyone wants and trade for the stuff you need

they should have just baked in a "score" for all wonder trades
so you get a pokemon roughly equivalent in rarity/breeding to what you offered
