But when he actually took action, he proved that he's going to deal with it sensibly

There's a valid argument for the government to either take massive preventative action, or to take no action
all the countries in the middle (including the US) are questionable
I think Trump and his government have done way more than a lot of countries, but it falls short of the drastic measures necessary to actually flatten the spread
So it because a question of "why bother"
I mean, when was the last time america ever went "all the way" with anything

But half-measures, (or 3/4 measures in the US's case) don't achieve anything

It has benefits, but the current problem is a lack of faith in officials (sometimes rightfully so)
same problem in the lack of faith in the police, military, public sector, etc.
People are still under the false pretense that they can fix it by being civil and voting
If you can't trust dutifully elected officials, your system is broken
