I'm confused by your question I guess, Windows boot drives won't be OS specific, unless you're bundling it with drivers and shit
Whatever MB you get will usually come with CPU and chipset drivers anyway, so it wont matter

oh yes, you can
it'll boot, and then you'll need to install new drivers first thing
I'd still probably recommend just getting a new drive for your OS (a nice new fast one) and mapping your current one as a secondary drive
