They were all destroyed in book 5
plot hole
all of the S;G0 anime
everything in those last 5 episodes makes no sense in universe
Time travel in the harry potter world has this weird cyclical mechanic to it
Sirius Black was essentially schroedinger's cat
I stick with them never using it again is either a plot hole, or the author retconning it out of the universe
there's also the issue of whether because something hasn't been explained yet means its a plot hole or just a secret

hence all the plot holes in Future Trunks arc of DBS
You could argue that there were other time turners being used in the world, but they can't make any significant changes in the world because time travel in harry potter doesn't change established events
