there's also the issue of whether because something hasn't been explained yet means its a plot hole or just a secret

You could argue that there were other time turners being used in the world, but they can't make any significant changes in the world because time travel in harry potter doesn't change established events

You know Gent, fair Harry Potter as a series not only introduced time travel mcguffins, it didn't know how to use them
