we've established that xbrox isn't the best judge of character
Xbrox doesn't have the heart to leave him
xbrox didn't realize how bad karp is at making believable characters

well by that point they had already released the bort movie which covers essentially the same thing, and probably already started on the show
I guarantee they started work on the show because they made a short announcement about it at the end of 500 when naruto and Hinata are about to walk the aisle
