07-09 was the first time anime got good
There is almost nothing great before that
They've been fine Max
top-tier is hard to quantify though
part of the reason nothing is thought of as being great is that shows no longer get more than 13 episodes
There are plenty of good shows, but nothing you'd recommend to someone to show them "what anime can do"

There's not a lot of good history content on YouTube sadly
