Idk if you make something that mimics a brain, and then start teaching it things, thats not really that much different than a person
Well not now
It comes down to your theories of how a brain work
and whether they can sufficiently be modeled/simulated by a computer
Most things at a base level of our universe can be, so eventually it makes sense that a brain could be
but to Leg's credit
at that point, it'd likely be a mimicry still
Brains arent magic, eventually well know how they fully work and we can create stuff that replicates their function

Its an interesting think, and tbh one of the more plausible falls of normal civilization
it's hard to incentive births in a nation with a lot of socialist programs
because any incentive drastically decreases the tax revenue you receive
despite, having to provide a greater amount of public service, due to a larger population
it has a terrible snowball effect
Im not sure depending on the situation if you could even incentive it enough, or even if you could see the scale of impact it had until you had a few years of drastically lower births
sure you could, incentives are easy
social incentives aside (which have been historically successful)
If you lower the tax burden for those filing taxes jointly with 1 or more dependents
couples will have their first kid earlier
you can do more if you want to incentive stay-at-home parenting, if you think that increases the number of children a couple will produce
And yet Japan hasnt overcome work based culture with some of these
the financial burden is real, in that it cuts out your ability to save/invest money as you normally would
not that normal people go broke over having a kid
Kids are expensive because you try not to be a shit parent and try to look at how little you can spend on raising your child till its independent
Yeah you can take care of one for not much but it doesnt really work like that
that number was the "public investment" I always thought
most estimates peg that as being the amount spent per child in 18 years of education and other public contributions
