The water they divert is for hydro power generation, so doing a full blast is literally just throwing away electricity

I think if you live in southern ontario, you probably went to niagra falls at least once already at some point
so there is just more americans to go see it
I think the thing is, Canadians go at most once in their life usually, get it out of their system, and never come back, but there is always a constant stream of americans to come and check them out
