yeah Cover/Hololive launched a publishing thing, where they officially publish fan games and let the fans charge money for it

as far as languages are concerned they should just make it so they ask you what language you want when you initially download the game and only download that language's audio files. and then give you the option in-game to download other ones if you really want to
