It's free if you own all the hardware involved and are big enough to get fee-free peering. If you're paying some middleman for a port or for transit per Mbit it's very expensive. Spooky Phijkchu bandwidth realistically is free up until the point of abuse, and everything up until actual DDOSing should be fine
