AFAIK, Germany has its own age rating system, USK, which is more restrictive than in most other places, and, more significantly, it's just an annoying bureaucratic step that many tiny indie teams or solo devs decide not to bother with (if they even know about it) TinyBomby why is it restricted in Germany?
