I’m confused, why are people saying it is and isn’t this guy?

Apparently, there was an incident during bush’s presidency, where the Secret Service almost gotten into an engagement with a SWAT team because all they knew was they were a group of armed people within the vicinity of the president

He said the reason why the snipers didn’t take the guy out immediately was probably a combination of slow communication and the fact that the snipers are actually scanning areas much further away from the scene, and can’t see that close without adjusting, which is what the sniper did after hearing the gunshots

I saw a thread a few hours ago from a guy who worked with the Secret Service as a local officer brought in to assist them.
