Hail is correct, smogon has been cracking down on RNG-dependent mechanics of all kinds, namely evasion items and abilities

Among them are sand veil and snow cloak. While most pokemon have a secondary ability they can use in lieu of the banned one, pressure articuno is currently unreleased in BDSP (nintendo has made the hidden abilities for the birds and beasts trio their only available ability in BDSP, which is a good move because pressure is fucking boring)

This has made articuno uber by technicality
