You probably know this, but just in case you don't, Toushin Gent is unavailable in my region (Germany). I assume the age rating thing is a pain in the ass & not worth bothering with.

on steam you take a survey for age rating and similar things and when me and rusp did it some of the answers got it restricted there. in hindsight we were a bit conservative with the answers but I don't think it's a huge deal

why is it restricted in Germany?
AFAIK, Germany has its own age rating system, USK, which is more restrictive than in most other places, and, more significantly, it's just an annoying bureaucratic step that many tiny indie teams or solo devs decide not to bother with (if they even know about it)

also, it used to be the case that steam's age rating was basically accepted and USK wasn't such an issue, but then something changed with USK and Steam, so a bunch of older games that would have 0 problem passing the controls got delisted in Germany just because the publishers didn't update the age rating, because they didn't know or didn't care (probably can't expect many sales anyway for an old game in 1 specific region) or because the publishers didn't even exist anymore. it's a mess

Japan is weird, they have restrictive copyright laws, that make them want to enforce their protections globally, even if overall they're lax on restricting actual content
Garbage games
They should make that real for any digital game; it makes you play a certain amount of Canadian game products before you can access your library again
