its really up to the games optimization if the 10 series can do 4k 60
the 1080ti does ok, though itll dip below that if you have too much going on
the 2080 and the ti should be able to push 60fps with mostly max settings in 4k in most games
60fps in the games youd want to play in 4k is enough
the biggest downside of 4k gaming is just you tend to get a lot of input delay because of gpu load and frame buffering
windows scaling is better than it used to be

4k is only good for rpgs essentially
its just not quite good enough to run shit in 4k, and its $500 overkill to play in 1080p
