I think in the early days I had them on, went to them on but not spawn near me, them completely off because they throw the game off

I know it takes forever to upgrade your ships now
the egalitarian unique living standard is really good later in the game

plus faction happiness
and you can still boost them yourself
but you can still totally get rng'd
pretty sure actually doing the mandate gives a % boost to them
its hasn't changed in a while
