none of the grunts could break out of her ice though, so maybe it does come down to katara becoming more skilled

Iroh is 100% stronger than azula

she got crazy and banished everyone thinking she could only trust herself

meaning she was over confident in her own abilities to protect her self

and seeing katara as a non threat was her downfall
