xcom enemies are slightly harder to hit on the harder difficulties yes, the % lies in your favor though

and if you miss like X number of shots, you get a hidden bonus to hit

and mod or w/e that removes the hidden systems, makes the game harder

a higher or equal crit chance to your hit, is actually a 100% crit

if you hit

so going for luck shots can pay off
