Well, maybe not "should". They need to put a pokemon on the box or else it won't sell well to little kids.
i dont think kids will remember those legendries, their pretty vague
also they are trying to introduce the pokemon go community

also, those legendarys and keldeo never really had a backstory or why they exist. there just there to help
